Dependability, consistency, reliability and experience are hallmarks of successful companies everywhere. For R. W. Warner, those qualities are a result of generations of value driven leadership. With nearly 120 years of combined experience and an average approaching 30 years each in the construction industry, the leadership team at R. W. Warner has seen it, done it and achieved it.
Matthew Warner, President & CEO
Matt began his career in the family business, working part time while still in college. After earning his Business and Finance Degree from Mount St. Mary’s University in 1988, he joined the firm full time and has held positions at nearly all levels within the company, including Foreman, Project Manager, Division Manager, and Chief Operating Officer, before being named as President in 1998. Under his leadership, the company has optimized its levels of service and quality through the use of state‐of‐the‐art technology, corporate entity development (including the reorganization of Warner Construction), and other enhancements that have enabled the divisions to focus more precisely on serving their respective clients and customers to the fullest. Matt currently sits on the Board of Directors of Blue Ridge Bank, State of Maryland HVACR, and the Trinity School.
Frederick Niehoff, CPA, Executive Vice President & CFO
Fred joined the Warner team in 1988 following ten highly successful years in public and corporate accounting, culminating in his role in Marriott’s Corporate Finance Department, where he handled the fixed asset accounting for their Courtyard and Howard Johnson product lines. In his role as CFO, Fred is responsible for overall finance and administration of the different operating entities. Fred is credited with leading R.W. Warner’s efforts to grow its bonding capacity through the implementation of industry‐leading job accounting methods. Fred is a graduate of The American University and is a Certified Public Accountant.
Joseph Frank, Secretary‐Treasurer & Corporate Controller

Hired in 1989 as a Senior Accountant, Joe was instrumental in the development and implementation of the company’s accounting and information systems – the types of systems needed to grow a multi‐divisional enterprise with numerous intercompany transactions. Joe continues to be responsible for daily oversight and management of the accounting department, and for all accounting systems integration and reporting for each division. In addition to being a Certified Public Accountant, Joe is a graduate of both West Virginia Wesleyan College and the University of Maryland.
